Studio City Riverwalk puts 814 homes and underground work in focus
An October 13 council-district letter seeks added improvements for the Ventura Boulevard proposal, while the official appeal outcome remains unconfirmed.

Riverwalk at Studio City gives contractors a substantial mixed-use project to track: 814 apartments, restaurant space and four underground parking levels. An October 13 Council District 4 letter requests denial of both appeals and additional public-improvement conditions. As of 5:31 p.m. PDT on October 13, 2026, the entitlement and subdivision council files still showed pending in committee. No committee outcome or adoption of those requests was verified.
What the project would build
The proposal covers 12501–12665 West Ventura Boulevard. Its City Planning Commission approval conditions specify 814 homes, including 46 for very-low-income households, and 75,968 square feet of restaurant space. Total floor area is capped at 744,906 square feet. City findings describe 1,806 parking spaces across four subterranean levels, with access from Ventura Boulevard and Valleyheart Drive.
Planning staff’s October response says the City Planning Commission approved the principal entitlements June 11 and recommends denying the entitlement appeal. The appeal proceedings remain distinct from building permits and procurement.
Where contractors should look
The documented scope suggests potential work for excavation, shoring, concrete and waterproofing firms, followed by mechanical, electrical, plumbing and interior-fit-out trades. These are scope-based inferences, not identified bid packages.
Earthwork planning deserves particular attention. The staff response describes haul restrictions of 144 daily truck trips between 9 a.m. and 3 p.m., Monday through Saturday, plus flagging and street cleaning. The Fire Department memorandum ties framing to compliant roadway access and requires accepted, operational hydrants before building construction. Those constraints warrant early logistics and fire-water coordination.
What the proposed conditions would change
CD4 seeks $375,000 from Studio City Sports Center LLC for LARiverWay Segment 8 civil and landscape connectivity design and Whitsett Avenue/Moorpark Street traffic design and left-turn improvement construction. A separate $300,000 would fund riverfront operations and maintenance. The letter also requests up to 23 Ventura Boulevard shade trees, subject to plan-check revisions.
The requested occupancy condition would require the contributions and planting to be complete, with written payment verification, before a certificate of occupancy. If adopted, that would create additional design-coordination and closeout dependencies. The contributions are not a Riverwalk construction budget.
For contractors, the next checks are practical:
- Confirm the posted appeal outcome and any revised conditions before using them in a scope or schedule.
- Review the current drawing set, haul plan and fire-access requirements before estimating production.
- Verify permits, the contracting team and procurement timing before treating the project as an available bid.
No bid schedule, general-contractor award or construction start was established by this review.
